Why WebP for an iPhone photo
No browser but Safari shows a HEIC, so a photo straight from an iPhone cannot go on a web page. WebP is shown by every browser and stays close to the HEIC’s weight: about a quarter to a third lighter than the same photo as JPG.
Writing WebP is the browser’s own work here. Chrome, Edge and Firefox do it. Safari does not, on a Mac or in any browser on an iPhone or iPad: there, this page says so and offers the formats Safari writes.
What is kept
The picture at its full size in pixels (set a width to make it smaller for a page; on an iPhone or iPad a photo above about 16 megapixels is reduced to that, and the page says so), the way up it was taken, and its main picture when a file holds more than one. Its wide colors (Display P3) are converted to the ordinary range. What the camera wrote into the file is left out.
The HEIC is decoded on your device: by Safari itself, or by a decoder this page fetches from this site in other browsers (libheif with libde265, © Dirk Farin, struktur AG and contributors: free software under the GNU LGPL, version 3; see its notice).
